Hi John,thanks for the compliments! I built the base from MDF
wood,the eyepods from MDF and foamboard. The eyes are car side
mirror fisheye lenses which tilt. I built the center shaft from PVC
and ABS pipe and various sizes of couplings and the arms are pvc
with some thought up bits on the ends. The head swivels 360 and
tilts up/down. For the treads I used some rubber floor matting, cut
into strips,wheels are MDF except for the 4 corners which are from a
kids toy lawnmower :). I tried to make it look used like it's been
out on the moisture farm for years. I couldn't have built it without
the great plans here on this site, Thanks to all!

What you are proposing sounds really difficult, if not impossible! (unless you absolutely cannot afford anything else, I would consider purchasing whatever tube stock you need for the job.  Maybe get a few people in on the investment, to help amortize the cost?? Personally, my time is worth way more to me than spending countless hours trying to accurately re-form a "perfect" little tube from what started as a "perfect" big tube!)
 
Here are some leads for your consideration:
 
This company supplies Plastic Sheet, Round Rod, Bar Stock, Balls, Hex Rod, Discs and Round Tubes in an amazing variety of [plastic] materials!  The prices aren't too bad, either (especially if you were to buy in bulk, if you were planning to do a parts run, or something):
 
 

For custom bends (especially good for a parts run,. I think):
 
 

These guys are more "model Making/hobby level, but offer a wide selection of plastic tubing - Although they are a bit on the expensive side:
 
 
If you are shooting for an aluminum/stainless look, without the added expense of machining, Target carries a pretty awesome Stainless Steel Contact Paper (shelf liner?) that could be easily wrapped around rod/tube stock.  It's only about 5 bucks a roll, and just an x-acto slice away!

Here's a pretty nifty Pan & Tilt Servo setup that might be useful for
head/neck action, or maybe arm actions...

From what I have read, they seem to be pretty well "geared" (sorry, I
couldn't resist) for use in professional robotics.

Get your DVD of Attack of the Clones and go to the scene where Obi-Wan
is talking to R4-P17 on Geonosis. I think they used Treadwell sounds
for R4-P17. Also watch the deleted scene with R4-P17 in the Special
Features part of the DVD, maybe there are some Treadwell sounds there
too.

Hey. Since we want our WED15 Treadwell to be as realistic as possible,
i need help finding some sounds. I have one from ANH, but thats all i
have. There are other sounds heard in TESB but i don't have the DVD and
there is a long wait for the one at the library and video store. You
can hear the Treadwell two times, and I'll tell you. When Han returns
from the outside of Echo Base, a droid called WED-1016 looks up and
beeps. WED-1016 can also be heard while Han is talking to him, and the
droid talks right after Han. The sounds would be a great help, thanks!

Don't forget WED15-I7 and WEG-1618!
Well, I'm not entirely sure WEG-1618 is a Treadwell. Because for one
thing, he has no treads! I got that info from Wookiepedia, where they
mention 'WEG treadwell' is a model. You could be right, though, Lucas
may have gotten the Idea from one of those overheads! Although you
will find other droids as well have the same features, such as Johny
5, G3-5LE and the G2 droids from Star Tours.

I've been trying to organize the Photos section so I can finally try
to get all the WED names correct. I moved a few images into some new
folders. Here's what I have so far:

This doesn't look like the exact Treadwell that was used for ANH. The
arms and eyes (etc.) are really different.

I think the picture of the Treadwell in the Star Wars Visual
Dictionary is printed backwards. This can really get confusing when
you're trying to figure out where the arms attach to the body. I
flipped the image in Photoshop and the correct image can be seen here:
