Dave:  Attached are some photos of the construction of my wheels and the tread I am using on my Tredwell.  I made the drive wheels out of 3/4" thick plywood .  I used a hole cutter to cut disks out and lamianted 4 pieces together using glue and brads from a staple gun.  I then sanded them to the correct diameter.  After they were sanded smooth, I used a table saw to cut the groves in them.  I used John J's Drawing and gluded it the the side of the wheel and used the lines on it to cut the groves.  you can see the three different steps I used in the photos.  The Idler wheels don't have grooves and are larger in diamter than drive wheels.
 
The tread material I am using came off some industrial machine i found in the scrap yard.  there were two belts on either side of a narrow channel and it apears that is was used to move tin cans from one canning step to another.  It was a lucky find as the belt was the right width for the tredwell treads.  the back side of the belt has a raised strip down the middle which will keep the treads from slipping off the drive and idler wheels as it drives.

Looking at the photos from the 1977 ETI article, the dimensions in
the drawing can't be right.

The tread in the article clearly shows the cleat size is very thin
and the spacing much larger rather than them being even as shown in
the drawing. The tracking pieces are also screwed in place by the
look of things and are bevelled and shallower than the drawing.

What is the precedence of the drawings?

I plan to go to a library next week that has ETI on file so I can get
a closer look at the photos.

On another note, I started working out the amount of material
required to make the wheels. The closest diameter I can get is 120mm
which I can lathe down, but allowing for 10mm of chuck material, I
find I need almost 1 metre at this diameter, that is about $600 worth!

Is anyone using something other than aluminium?
