I don't think that you have to be a fan to be a presenter. It's a
show business after all, it's all about promotion, ratings etc.
I'm sure that if they had to choose, they would rather asked to
present someone who is well known, although not a big fan of country
music than some obscure person even if this person is a huge fan of
it. But on the other hand Tim never seemed to be a person who cares
too much about promotion. He rarely does interviews, he doesn't even
attend film and TV awards events if he is not nominated (or at least
his sister). So I don't think that he would want to be a presenter
at CMT if he didn't like it. So, maybe he is a fan.
But it's only my guess. Maybe he is just bored and has to do
something with his free time LOL :)

BTW, I must admit that I hate country music. :(
