No the Oracle is the mother. He said it that way because he didn't like the
title that they had given her as the Oracle.

the programs, "If I am the father of the Matrix, she is its mother."
When Neo suggests that The Oracle is the program that The Architect is
referring to, The Architect scoffs saying, "Fhh-please."

If The Oracle isn't the mother, then who was The Architect referring to?
