I have changed the membership setting to the next level, where you
approve new members. There is also the option of closed membership:

"Closed (only invited members can join) If you select this option,
web tools that were previously set to "public" will be restricted to
members only. Once you have selected this option, you may not change
it later. "

The last part there makes me nervous though. Sounds so definite.
