Perhaps purchase stock footage?
1. Models, but you need some very realistic tricks esp. w/ lighting and scale
yet it can be done.
There are hundreds of books on the subject of realistic miniatures and
filming.
2. 3-D Modeling Carrera 3D by EOVIA is the cheapest program avail.,
they all have a learning curve.
3. Put a note on-line if someone already has footage in a usable format then
offer a barter or price, transform it to your format. You may then have to
composite your actors into the car or overlay their faces in scale again watch
the lighting. search Combustion by discreet logic.
Or do all of this at your local college.
How long is the duration of the scene? In which format? DV, High-8, 16mm
film...??? then calculate how many frames that comes out to, If you decide to
go with post computer options.
It gets costly very quickly, time consuming- Frame by Frame!
Hence doing it for real with two cars an already wrecked (junkyards and auto
body shops-- rent them w/delivery and P/U) matched with a same make and color
drivable car, then shoot the approach a cutaway to the dog in the road....
(what-ever) then a restore to the wrecked car...cheap, stylish and effective.
