Not sure about the Khaki belts, but as far as the Blue Campaign Shirts go
they were used by State Forces as well as Regular Army Troops.

The shirts were the standard Model 1883 Blue Wool Campaign Shirt from what I have been told. But as with every conflict there is no telling. Kenneth. ...

Ken, Thanks again. Unlike WWI, WWII, or even the CW, there doesn't seem to be a large reference guide on equipment and material, hence the questions... :( ......
