The only way is to buy the PAL video and have it converted to NTSC.
I've had to do the opposite several times, when I've wanted a film
that is only released in North America. Buy the NTSC and get it
converted. Several labs that do photo processing will do it for
approx. £10 per hour.
The alternative is to buy a video player that plays both. Apparently
most do now.
Both the PAL video and Region 2 DVD are readily available from e.g.
amazon.co.uk
