i don't have a perfect explanation for you but i hope this helps you.

blog is a shortened compound word for web+log.

it started in 1997...now it is getting popular(at least as i know...
in Korea it is very popular..)

you don't need to make a homepage ...you just get your address..
at sites that offer you an blog..
then you can post photos and writings just for yourself.

also your writing can be searched by other random people..with the search
words..
they type..
in this way you can get feedback...
that is if the person decides to comment on you =)
