They would never use it for capital punishment in the actual death of a
convict. Remember that their punishment for violent crimes was "death
of personality". Supposedly they are a more "enlightened" people and
probably wouldn't use the device for the same reason that the aliens
who created the device would.

Perhaps the Vendrizi would be a good alternative. They're the
oldest "race". Maybe they know of another technology that could help.
