It's not an anime. It's really cheesey TV jidaigeki, ridiculously violent,
barely
watchable.

Slightly less cheesey, sort of a jidaigeki NYPD Blue. My guess is the title
loosely
translates to 8th Precinct Seven.

Let me amend this statement... These are all second-hand tapes, donated by the
family of a recently deceased gentleman with the aim of benefiting a non-profit
organization. Some titles will be listed in the future for adoption by fans of
Japanese
vid for a donation to cover postage, handling and whatever you think fair,
remaining
proceeds, after expenses, will benefit the Buddhist Temple of Chicago building
fund.
