Well, that's not entirely true, they do have an army too... I mean in the
novel of BENEATH, they are called "The Grand Army of the Apes" or something like
that... As to why they even have one at all, I think it'd be there just in
case there ever "would be" a danger, they are being vigilant... (After all, "The
prudent Ape is prepared for the worse...")

As to Urko though, he isn't a General, he is, as stated, Chief of Security...
In the TV series, there are references to military, like in "The Legacy" when
Galen sees the Gorillas, he calls them soldiers, so they do have an army...
Urko is Chief of ALL security forces, and maybe these soldiers are a branch of
these forces, overseen by him...

(That's the tricky part, how to resolve the soldiers vs. police... Had it not
been for BENEATH getting the army thing going, then it'd be easy to assume
all Gorillas are police/security forces as seen in the original PLANET... But
Dehn created an army for BENEATH, and then the Gorillas in BATTLE were an army
too, so it's a hodge-podge of things I guess...)
