Well, it's actually mentioned as an "Oh yeah..... by the way this passed too" as
the last paragraph in the following article. Capped at 10 million the first year
and 20 million the second year. Considering the fact that one decent budgeted
movie (50 million) would eat the first years budget up in one swoop, at which
point the films stop coming in, then Ted says "Hey, you said an incentive would
bring more business....where is it?", I guess it's better than nothing.
