I did email Toei - they were the only contact I had. I just got an
email from them this morning say this:

Thank you for your e-mail on above subject which was duly transferred
to me as in charge.

With much regret we inform you that we are withholding distribution,
in any formats, of the above mentioned picture for Northwest America
due to the picture's contents and theme. We, therefore, are unable to
meet your requirement.

Thank you for your understanding, and with best wishes,
