In addition to the lace technique, there is also
fabric paint, which I used on mine.

(Don't pay attention to the top three photos... I
doubled my Anna outfit as a pirate ensemble for a
banquet... heh heh).
The only thing about fabric paint is that it's very
time-consuming to do an accurate design (I ended up
halving the original design). However, it is nowhere
near as time-consuming as hand-embroidery. If you do
use fabric paint, make sure that it is matte
(preferrably) or slick. You don't want to use anything
glittery or puffy on this.
