Sorry this took me longer to research than I thought it would. They
used several types of puppets for this shot including hand and rod and
marrionette. The wings had a mechanisism attached to them to allow for
their release and "flap". These were early examples of stuff the
creature shop now does with out thinking since the techology has
gotten better and smaller. The wings themselves were contructed out of
wire glue and painted cloth. I have an e-mail into someone I know who
use to work at the London Creature Shop to see if he knows what they
used specifically for the wings but with the holidays almost upon us
it might take some time.
