I just read a thread like this on the FCP-L with deck control. People
tried everything. In the end, it was a bad cable.

If there's a way to check every part of the system, that's what you
have to do. Can you try another deck? Can you try another system with
the same cable and deck?

My deck control issues continue. This time with a DSR-45. I originally was going in over FW, but the TC on the tapes is so bad it won't even capture to Out...

That control cable requires a driver you can download from Addenda. Also, that controller can never 'auto configure' the deck - it does, but then it thinks...
